ORIGIN
Wealthy Allan Lewis becomes an intrepid reporter for the big-city Daily Bulletin, a big city paper. He works on minor stories for the paper and puts up with the cheap shots his editor and fellow reporters throw at him. But Allan Lewis has a secret—as the PHANTOM BULLET, he fights criminals the police cannot or will not go after.

POWERS AND ABILITIES
The PHANTOM BULLET uses a special gun, designed by a nameless inventor, that shoots "ice bullets." These melt away, leaving no evidence of how the PHANTOM BULLET's target died! This gun and his physical prowess are all the powers he needs in the pursuit of justice.
