| 1938: an unknown hooded man in a business suit is hot on the trail of extortionists using his expert archery skills! This hooded man calls himself Ralph Payne, assistant DA of an unnamed city on the Atlantic seaboard. But he is really a government agent and Payne may only be an assumed name. But in whatever guise, he is an upright man, who is sick of the corruption and crime rampant in his own city. Ralph is also a secret agent for the US So Ralph dons the hood of the Arrow and sets out to battle crime. Eventually, the Arrow adopts an all red outfit rimmed in green and later a more form-fitting mask to go along with his costume. The Arrow shows no mercy for those who would prey upon the weak and the innocent. He uses his arrows like shafts of justice buried in the heart of the wicked. Ralph Payne's career as the Arrow ends abruptly in late 1941. |
