In a teller’s cage at the Masun Bank money mysteriously bursts into flames! And at the La Maybe jewelry shop, the diamonds and pearls catch on fire! This is the work of the Flare, whose very touch means death! In Highland Park Tommy Rogers is walking with his dad, DA Rogers. "I guess the evidence in here will put the Gimbo gang on ice, eh, dad" asks Tommy, glancing at his father’s briefcase as they walk along. "Yes, Tommy, getting those papers took a long time. Nothing must happen to them," Mr. Rogers tells his son. Suddenly the briefcase catches on fire! Tommy quickly dives into a pool nearby and at that very moment... "The Flare!" cries out Mr. Rogers! "We saw your kid dive into the water with the papers. Lets see how fast these flame shots will bring the kid outta the water!" snickers the Flare as he uses his flame gun to shoot into the water. Tommy Rogers dove into the fishpond but out comes .. "Flare! Look! Little Boy Blue!" cries out one of the Flare's hoods. Little Boy Blue fights valiantly against the Flare and his thugs but a simple threat by the Flare to fry Mr. Rogers makes Little Boy Blue take pause. Obeying the Flare’s order to retrieve the briefcase from the water, Little Boy Blue (in reality Tommy Rogers) dives back into the fishpond. While searching for the papers Little Boy Blue is suddenly yanked into an access tunnel underneath the water and is pulled into a vent at the side of the pond. In the pipe on the other side of the vent.... "Toughy and Tubby! So it was you who yanked me in here," asks a confused Little Boy Blue. "We seen de scrap an' got into our BLUE BOY outfits! Here's de briefcase!" offers Tuffy. "We didn't want your dad to get hurt so we popped down here and waited," explains Tubby. Meanwhile.... "We'll fill this so full of lead there won't be any water left for anyone to hide in" cackles one of the thugs as they shot into the fishpond. Just then Tubby and Tuffy tackle the Flare from behind! The two thugs draw a bead on the pair with their gats when suddenly Little Boy Blue swings down from a tree above the two crooks and lands a smashing blow to the thugs. "That brat again! I'll fix him!" curses the Flare. With a murderous strength the Flare hurls the DA at the unwary Blue Boys who are felled like ninepins. "They're out! All of 'em! Pick 'em up an' follow me!" orders the Flare. The Blue Boys and D.A. Rogers are hurled into a nearby sewer by the thugs. "Maybe we didn't get that briefcase, but they won't be alive to use the papers in it!” boasts the Flare. With a squirt of his pyro-pistol, he sets the sewer ablaze! Soon after, a famous night club is suddenly hurled into a panic by an outbreak of smoke! Firemen arrive on the scene and make the patrons leave. "Your smoke bombs had those boobs really believing there was a fire, Flare" says one of the thugs. But halfway down the ladder with their loot… "The Blue Boys! They must be ghosts! Else how'd they know we was here?" asks a puzzled thug! "You tipped us off at the sewer! We heard you when we crawled into the pipe to get away from the flames!" explains Tubby. "I'll make sure of them this time!" yells the Flare as he sets his pyro-pistol upon them. "Make a bonfire outta 'em, Flare!" yells one of his underlings. "Watch me!" growls the Flare. But the Blue Boys are ready for them and meet the flames with a terrific pressure of water from a nearby fire hydrant using one of the firemen’s hoses. "Not a bad stunt, Flare, using a chemical pistol that sets fire to everything!" says Little Boy Blue as he douses the crooks with a barrage of water, thus bringing the career of the Flare to an end. Later in D.A. Rogers office… "So the Flare was hired by the Gimbo gang to get the papers!" Tommy says to his dad. "Right, Tommy, now I can prosecute thanks to the Blue Boys!” answers his dad.
